Hon. Joseph Covello (Ret.)
Hon. Joseph Covello joins Mediation Solutions with extensive experience in alternative dispute resolution focusing on the resolution of substantial personal injury, wrongful death, Labor Law, Construction and Commercial matters. He has been a neutral since 2011 and has been voted a “Top Individual Arbitrator” by lawyers and claims professionals in the New York Law Journal’s Best of Survey for ten consecutive years from 2013-2022. He conducts daily settlement conferences for the Civil Appeals Management Program (CAMP) as a Special Master on behalf of the Appellate Division, 2nd Department.
Before embarking on his ADR career, Judge Covello had over 30 years of experience, divided almost evenly between the private practice of law and service as a judge. Most recently, he served as an Associate Justice on the Appellate Division, Second Department, New York’s highest intermediate appellate court, and was appointed to one of the seven seats on the Second Department’s constitutional bench. He authored numerous opinions during his time at the Appellate Division, including opinions in the notable cases People v. Rodriguez (69 AD3d 169), Bazakos v. Lewis (56 AD3d 15) and Matter of Government Employees Ins. Co. v. Lopez (44 AD3d 256).
Prior to his appointment to the Appellate Division, Judge Covello served as a trial judge in the Supreme Court, Nassau County; on the Appellate Term for the Ninth and Tenth Judicial Districts; and as a trial judge in the District Court, Nassau County.
Before taking the bench, Judge Covello spent 16 years in the private practice of law, both with respected firms and in his own practice. While in private practice, Judge Covello was associate lead counsel in the celebrated case of In Re: Agent Orange, and served as counsel to both the Nassau County Police Indemnification Review Board and the Town of Oyster Bay Zoning Board of Appeals.
Judge Covello is a partner with Quatela Chimeri, PLLC and concentrates primarily in the areas of appellate and state court practice, civil and commercial litigation, and alternative dispute resolution.
As a result of his experience both in private practice and on the bench, Justice Covello is intimately familiar with the value of cases and the differences in case value between the various jurisdictions in New York State. His unparalleled experience as a neutral makes him an excellent choice to help you resolve your disputes.
Judge Covello was an Adjunct Professor of Law at Hofstra University School of Law, teaching, among other classes, advanced appellate advocacy. He is a veteran of the United States Army, having volunteered upon his completion of secondary school. While serving he was selected for and served in the U.S. Army Presidential Honor Guard in Arlington, Virginia. He served on the New York State Joint Commission on Public Ethics, an independent monitor that investigates and maintains integrity in state government, for four years.
